Kentucky’s Lifeline and Link-Up programs assist lower-income consumers in obtaining basic telephone service by providing discounted connection rates and reduced monthly subscription charges. To qualify for these programs, a customer must be a current recipient of any one of the following low-income assistance programs:

1) Supplemental Security Income (SSI)
2) Food Stamps
3) Medicaid
4) Federal Public Housing/Section 8
5) Low-Income Home Energy Assistance Program (LIHEAP)
6) Temporary Assistance for Needy Families (TANF) which includes K-TAP or Kinship Care 7) Free Lunch Program of the National School Lunch Program (NSL)

Link-Up recipients receive a 50 percent discount off the $28 installation charge for new service. The customer is responsible for any other charges, including the required membership fee and deposit. The Lifeline program provides a credit to the local service charge on the qualifying customer’s monthly telephone bill. This credit will be given every month after proof of eligibility has been received and verified by LTC. The Cooperative will annually audit these records, in conjunction with the customer and the appropriate state agencies, to verify continued eligibility for the Lifeline program.
